Capilano RFC Values
We at Capilano RFC embrace the values of Inclusivity, Community and Respect for all people who choose to participate in, spectate, or volunteer with the game of rugby at the Club. Therefore, discriminatory or inappropriate comments and behaviour by members of the Club are unacceptable. The Club's commitment to these values means that the Club has a zero-tolerance policy towards any behaviours or actions including, but not limited to, the following:
· harassment;
· bullying;
· racism;
· sexism;
· nudity (outside of changerooms);
· disrespectful conduct towards any member or volunteer inside or outside the changerooms;
· violence/assault (physical or sexual);
· homophobia
· any type of abuse (sexual, physical, or verbal); and
· any type of discrimination
(together, “Inappropriate Conduct”).
Moreover, we wanted to ensure that every Club member and volunteer understands that the zero tolerance policy towards the above-noted Inappropriate Conduct applies any time Club members are: travelling to scheduled fixtures, attending Club events, attending activities located at the Club or on Club property, attending events outside the Club where two or more members of the Club have gathered (for example, community bars), or at any time that a Club member may be reasonably expected to be a representative of the Club. Inappropriate Conduct is not limited to in-person activities and can include online communication and behaviours towards other Club members.
What happens if you engage in Inappropriate Conduct:
If any Club member engages in Inappropriate Conduct, formal penalties may be made against them, including, but not limited to, suspensions and/or expulsion.
How to report Inappropriate Conduct:
Our goal at Capilano RFC is to ensure that all Club members and volunteers feel safe and welcome at the Club at all times. To ensure this, we have created a “safe avenue” and process for complaints to be brought
forward by anyone that has been subjected to, or witnessed any Inappropriate Conduct that falls within our zero-tolerance policy. All submissions can be made anonymously to: values@capilanorfc.com.
When making a report, please try to be as detailed as possible, including but not limited to, the behaviour that resulted in the report, the names of the individual(s) involved, and the date, time, and location of the incident if known and applicable.
Please note that this is not the only avenue available to Club members to report any Inappropriate Conduct. If you or someone you know engages in or is the victim of any Inappropriate Conduct, you may also reach out to any members of the Club Executive or your team representatives directly.
What process will occur after a report is made of Inappropriate Conduct?
After a report is made of Inappropriate Conduct, one or more Club Executive Members will review the matter and assess whether or not the claim has objective merit to be pursued, i.e. whether the claim contains alleged breaches of the CRFC Values Zero-Tolerance Policy or BCRU Code of Conduct. If the complaint is determined to have objective merit the complaint will be further investigated by the Executive Committee. The Executive Committee will reach out to the individual(s) against whom a claim has been made and will speak to any other individual(s) who may have any further information about the claim. The Club Executive Members, where it believes the right to refer the initial investigation of the misconduct to an external Disciplinary Committee.
Following the investigation period, the Executive Committee will make a finding against whom the claim was raised. If a finding is made that the individual engaged in Inappropriate Conduct, the Committee may implement a penalty of suspension and/or expulsion against the individual. If required, the Executive Committee reserves the right to escalate the claim to an external Disciplinary Committee for further investigation and recommendation prior to making a finding of fault. The degree of the penalty will be made based on the mitigating and aggravating factors assessed during the investigation period.
Please note that it is the Executive Committee’s goal to try to come to a mutual resolution of any claims made against any Club members, while simultaneously maintaining the safety and security of our Club members and volunteers.
We want to ensure that the Club continues to provide a safe, inclusive, and positive environment for all to come and enjoy the game of rugby.

The CRFC Executive Committee
